Personality[]
Socially clumsy and somewhat awkward but friendly and caring to those he holds dear. A loyal and dedicated worker who does not shy away from dirty jobs or long hours. If asked, he will give his honest unfiltered opinion, not giving a damn about rank or etiquette. Otto is one of the few people who does not like dogs at all and wants nothing to do with them. Even though he is a calm and collected man, he will use violence if necessary.
Biography[]
Otto was born on a rainy 1955 spring day in the Tempelhof Hospital in West Berlin.
His father Howard James Metzger was a tank mechanic for the American occupation forces in Germany and his mother was a local born war orphan who worked as a dance hall waitress.
Howard and Helga got married six months after meeting each other for the first time and soon after their wedding, Otto was born. Some may say that Otto was the reason for the wedding, set up to prevent Helga from the disgrace of getting pregnant out of wedlock.
The family lived in west Germany for 15 years, with Howard rotating to many US army bases all over the country. The constant move from one location to another left Otto struggling to make any real connections to his peers and build lasting friendships with children his age.
Also, having to switch schools often severely impacted his ability to keep up with the curriculum that changed from state to state.
After Howard having been honorably discharged from military service, the family moved to Howards hometown of Vice City, where he found work as a public service electrician. Helga, by now the mother of four, struggled with her situation. Being hit by the realization that the US were not the land of limitless opportunities she always had imagined and as it was portrayed by TV movies and cinema. Soon the marriage grew bitter and the sporadic fights and arguments between Howard and Helga, became an almost daily occurrence that often ran the brink of becoming physical... and sometimes did.
Otto, a naturally quiet and non-confrontative boy, developed the feeling that he was to blame for his families downward spiral. Also, the constantly tense home situation affected him personally.
He often escaped homes trouble by riding his dirt bike and hunting musk rats, coyotes and snakes in the marshes and swamps around the city, therefore he became a skilled bike rider and hunter.
With his school marks being barely good enough to pass grades and his overall difficulties to keep up with schools' subjects, Otto dropped out of school at age 16 to find a job and support his families finances, in hope that this may calm the tensions within the home at least a little.
Otto found employment at the Vice City harbor truck stop, where he manned the pressure washers and fuel pumps, waited tables and mopped floors.
His clumsy and awkward friendliness soon made him the living mascot and good soul of the truck stop. It was here that he made connections to truckers, bikers, drug dealers, prostitutes and dockyard workers. Pay was meager but Otto found a way to improve his income by running small errands for the customers and patrons and to have an eye on containers, rigs and trailers.
By the age of 18, Otto found employment at the city's garbage and recycling facility, effectively becoming a garbage man on taxpayers payroll. A job dirty and exhausting but it paid decently.
Because of his quiet, shy and laid back demeanor his coworkers rarely skipped a chance to make fun of and bully Otto or play pranks on him "to toughen him up".
This only led to Otto growing to dislike the job and to become confrontative towards his superiors, often clashing with them over how he was treated.
By the age of 21, Otto passed all tests and exams necessary to acquire his CDL (generously paid for by Vice City Public Environmental Services) and told his superior and foreman, a bossy and condescending Norwegian called "Scab", to do something only possible if Scab would have been enormously flexible and to stick the job in a place creative but uncomfortable.
Even though he competed against a strict schedule and a mercilessly ticking stopwatch, Otto enjoyed hauling cargo all over the USA and even as far as Juneau, Alaska. While being stopped for a regular traffic inspection in 1978, a Highway patrol officer asked about a tin can full of dark grease that Otto used to maintain pneumatic couplings and mechanical brackets of his cargo trailers. Feeling cheeky that day, Otto told the officer that this would be a can full of mexican made rat stew, getting a good laugh out of the officers shocked expression. After this, Otto took on the road name of "Rat Stew".
The days and weeks on the roads made Ottos skin grow thicker and his backbone stronger, and with time and experience he changed from being a push over softy to a man willing and able to stand his ground and to stand up for himself. If needed, Otto did not shy away from getting into someones face or taking whatever argument there was to handle outside.
He won fights, he lost fights but he never walked away from one. It became one of his core believes and individual principles to not just walk away from bullies and people stepping on his toes. Not that he was out to get into a fight, he just did not shy away from it any longer.
While he was on the road, no one cared how awkward or socially weird he was, as long as he delivered his cargo on time and intact. Because he often drove trailers containing millions of dollars worth of good, Otto made it a habit to carry firearms on him at all times, his favorites being large caliber short barreled revolvers because this type of firearm was legal to own and carry basically everywhere in the states.
In april of 1982 Otto celebrated his birthday by having a nice steak dinner, watching 48 HRS in the theater and having a few beers at his local pool hall.
On his way home he coincidentally witnessed a car getting T-boned by a city bus after its driver suffered a heart attack behind the wheel. Having had attended the mandatory first aid classes every year, to keep his CDL, Otto did what little he could do to stabilize the injured persons, fumbling and messing up almost everything because his body fought against beer, whisky and adrenaline.
Even though he did his best, two of the people he had tried to stabilize died on scene and one on the way to the hospital. After arriving on scene, EMTs and Paramedics took over and after the most severe cases were triaged, stabilized and transported, Otto was taken to the hospital to rest, clean himself up and get checked for injuries. Even though he saved three people that night, Otto felt the loss of the three people who did not make it. Weighing heavily on his shoulders and despite supportive assurance, he felt guilty for not having been able to do more.
After the initial shock had worn off, Otto visited additional first aid classes and courses for on scene emergency trauma care. Whenever possible, Otto tried to learn and always improve in the field of first aid and six months after having been at the crash, he decided to become a EMT himself to be able to save lives.
But now, without a mandatory High School diploma, there was no way for him to find a hospital to take him in as trainee. Not only was the missing GED a hindrance, Ottos scruffy look and tendency to speak his mind and wasn't helpful either.
Luckily a goodhearted Paramedic who taught an advanced first aid class in December of 1984, made him aware of the San Andreas Medical Department having opened its doors to those who want to become a first responder, under the condition that applicants were able to prove themselves and performed above and beyond the boundaries of the ordinary.
Not wanting to let his maybe only chance go to waste, Otto bought a plane ticket to Los Santos and here he is dedicated to become the cities best EMT and save as many people as possible to make up for the three he was unable to save that April night in 1982.
